Enemies Foreign

This episode of NCIS revolves around Ziva, as early in the show, two members of Mossad are discovered by the NCIS crew in Washington DC. The two Mossad members prove reluctant to provide a reasonable explanation for their presence and our brought in for questioning to NCIS by Gibbs. Tension between Ziva and her Mossad replacement, Lea are high, as Ziva takes exception to Lea's blind devotion to Ziva's father, Eli David.

As the episode continues, it becomes apparent that the Mossad operatives are in DC to search for three assassins believed to be awaiting Eli's arrival there in the next two days. As it turns out, Eli is already in town and requests that Gibbs meets with him to discuss his business in Washington DC. A review of an international case involving Eli David that could lead to David being thrown under the bus is the reason for the visit and Gibbs quickly decides that Eli David must be placed under NCIS protective custody for the duration of his stay, for Eli's own safety.

Eli is placed in a safe house under McGee's watch, while the Mossad operatives work with Tony and Ziva to secure his time in Washington. The assignment raises some buried issues for Ziva, as her father had left her for dead in the desert during her last assignment for Mossad, in which she was rescued by her fellow NCIS team.

The conference regarding the fate of Eli David will be attended by the most important and influential people in NCIS; securing the conference from a terrorist attack by the Palestinians assassins becomes more tricky as a truckload of weapons is hijacked in the days prior to the conference. As the NCIS team works on securing the hotel where the conference will be held and Abby works her forensic magic in the lab, Abby pulls Ziva aside to tell her she believes she should speak with her father, stating that ߵwhen people come back into your life, it's for a reason.' Ziva listens but makes no comment as to whether she will speak to her father, but does proceed to speak to her father later in the show. David tells his daughter that he does not have the luxury of putting his family first when the safety and fate of his country is under attack by so many.

Director Vance and Eli also have much to discuss in this episode as the truth comes to light that Eli David played a key part in giving Vance his foothold early in his career after a perilous and bumbled mission in Amsterdam by Vance years before.

Ziva acts as chauffer and primary security for Eli and Vance on the way to the conference and is quick to spot the automatic weapons and assassins and to save her father's life, as he is extricated immediately from the chaos and taken back to the safe house with Vance and David's right hand man, Hadar. The episode is a cliffhanger that ends with the NCIS team radioing Hadar and getting no response, as the camera pans over Hadar's battered body, lying bloody and lifeless in the rubble of the destroyed safehouse.
