When a Navy plane carrying a fallen officer goes does, trouble starts. The episode opens with Gibbs and a woman in bed, which we find out is a dream of Shannon, his lost wife, the only one he loved. Tony, Ziva, Gibbs and McGee travel to the site of the crash . They are curious about why someone would blow up a "flying hearse." There is thankfully one survivor and Gibbs takes a knee to remember the fallen. Charred remains of the soldiers are laid out on plastic tarps. Ducky is faced with the daunting task of identifying all the remains. Back at the squad room, Tony echoes what he has been thinking the entire day: that life is too short and you could be whisked away in a moment. A Chaplin Birk comes to the squad room to meet Gibbs, claiming she is there to help reach out to the accident victims' families in any way she can. Abby has almost all of the victims identified but Gibbs is hung up on the fact that it is not all of them. Gibbs and Birk then go to see a father who assures them his daughter was on that flight. Gibbs is then called to the conference room to meet with Vance and the secretary of defense. They want closure and Mr. Secretary gives them 24 hours, but Gibbs is not too sure the case is so cut and dry. Abby tells Gibbs that Flores, the daughter of the man who came to see Gibbs, was not on the flight at all. The dog tags were at the scene of the bomb site where her body was thought to be recovered, but there was no body of hers found. Gibbs opens a box of Flores' effects and finds a small voice recorder. Flores talks of what is going on at the site where she is working. During the recording, Gibbs has a flashback to when he was in boot camp and met a woman just as focused as Flores. Birk is given a check from Flores' father that was sent to him a week before the attack on the school where Flores was working. It is from a construction worker who turns out to be Flores' boyfriend. He had wanted her to leave Afghanistan with him but she refused. He leaves and takes time off to mourn in the US. Gibbs and Birk track him down and find him as just a man mourning his lost love.
