Masquerade-Top Notch NCIS

This episode starts off with a man and his friend in a bar exchanging cheesy pick up lines. This man realizes the live police chase on the television is his brother's car, when suddenly the car blows up. The NCIS team goes to the site, when McGee and Tony can't get any service on their phones, they realize that there is some sort of radiation. The car belongs to Roman Vega, who they soon discover was carrying radioactive material in the trunk.

While trying to sort out the mystery, Mr. Kane, who works for a government contracted investigation service, appears. He says he is following a group in Peru , Libertad Nueva, that protests United States drug laws., and claims that he has seen Roman Vega was seen with people who have ties to the group in Peru, and travels to Peru regularly.

While trying to track down any ties that Roman Vega has in Peru and the United States, they find his brother has accessed his email account in a hotel lobby. When they approach the brother of Roman, they find Col. Bell and his men with Alfonso, also with a lawyer. Alfonso claims his brother wasn't involved with Libertad Nueva, and that his brother told him to trust nobody.

Tony and Ziva get a lead to a warehouse where it is believed that Roman was frequenting. They find traces of Colbalt 60, a radioactive metal, on many items. They also find a computer with information and materials on how to make a dirty bomb.

Ducky realizes that the body they believe to be Cpl. Vega is actually John Cook. John Cook went to the dentist every few days, and the dentist said that someone broke in and stole fifteen x ray machines.

When the team releases Roman, it brings the very alive Alfonso out of hiding. When they interrogate him, he claims he is being set up. He claims he made a video for somebody but thought it was not real. He also mentions that he believes he is being followed.

All of this information about the possible dirty bomb leaks out to the public and there is a television report airing that there is a bomb in the DC proximity. On the dentist's email, they find pictures of a bus, so McGee and Gibbs go to the bus station. They find a bomb hidden in a suitcase and defuse it. They also find a dead body, the dentist.

All the while there is supposed to be another bomb set to go off in twelve hours. But Gibbs tells Mr. Kane that there won't be a bomb in 12 hours. Gibbs tells Mr. Kane that he knows he is the “creator” of Libertad Nueva, and that he created it so that it would look as if his government funded business was actually doing something good. They caught him because of the IP address from his office.
